해병 전우님들, 다음의 내용은 제가 고엽제 질환을 앓고 있는 한 미 해병 전우(Mr. Norm Cegelnik)와 이 메일로 주고받은 편지 내용입니다. 이 미 해병 전우가 필히 고엽제 질병에 관한 한 자기의 경험담을 꼭 한국 전우들에게 전해 달라는 부탁도 있었고 또 제자신 전우님들이 한번 읽어보시면 도움이 되실 것 같아 번역문과 함께 이에 소개하오니 좀 길지만 한번들 일어보시기 바랍니다.감사 합니다.   정재성   Hi Jae,   My internet server has been down, and I just now received your message.   Since my last message, I received 100% VA disability for Agent Orange heart disorder.   I haven't had time to write much, because my wife and I have been busy spending the back-pay.  They paid me back to 1993 when I had my first heart attack.    I bought my wife a new car.  I got a new tractor.  We gave my son a down payment for his home.  We spread $118,000 among our family, and now my bank account is close to empty again.  But every month I will receive a fat check from the VA, and we are financially secure for the rest of our days.   Life is sweet for us.  I hope it is as well for you.   The doctors don't know what to think of me.  They say that only 30% of my heart is still working, but my blood pressure is good, and I feel good most of the time.  Although my heart ordinarily skips and pumps at rates often as low as 30 beats per minute, it seems to pump strong.  I think that the Agent Orange has given me genetic mutations to more of a reptilian type of DNA.  Snakes seem to like me.  So maybe I have finally become a real Blue Dragon.    Are you still drinking that ginseng whiskey?  We have not told our boys about ginseng whiskey, because they would surely learn how to make it.  Our son Scott made whiskey and used it to run the lawn mower.    Nothing bad has happened to me, my friend.  Thank you for asking.  And how are you?  How is your health?  How is your family?  Did everyone in your family come out of the Japan earthquake disaster okay?  We will pray for your safety and happiness.   God bless you all.   Best regards,   Norm   정 전우님, 그 동안 제 인터넷 서버가 다운되어 있었습니다. 그래서 이제서야 정 전우님 이 메일을 보게 됐습니다. 지난번 연락 드린 후 저는 보훈 청으로부터 제 심장관련 질병으로 인하여 100% 고엽제 질병 판정을 받게 되었습니다. 그래 집사람하고 소급 지급된 보상금 쓰고 다니느라고 연락할 시간도 또한 없었습니다. 정부에서는 저의 최초 심장마비 증세가 발견되었던 1993년부터 적용하여 보상금을 소급 지급한 것 입니다. 그 보상금으로 집사람에게 새 차 한대 뽑아주고 아들녀석 주택구입 불입금까지 내줬습니다.가족을 위해서 $118,000나 썼습니다. 제 은행구좌잔액이 거의 바닥이 났습니다.  그러나 걱정 없습니다 이제부터는 매월 보훈 청으로부터 두둑한 보상금을 받게 되기 때문에 우리부부의 노후는 재정적으로 아주 탄탄하게 되었습니다. 인생 걱정 없게 되었습니다. 정 전우님의 경우도 이렇게 되시길 바랍니다. 의사들은 제 건강상태에 대하여 뭘 몰라요. 글쎄 그 사람들은 제 심장이 30%밖에 기능을 하지 않는데요 그런데 제 혈압은 정상이고 늘 큰 증상을 못 느낍니다. 비록 심장 박동이 1분에 30회밖에 안 뛰지만 강하게 뛰는 게 전 아무 지장이 없거든요. 고엽제 피폭으로 인하여 나는 파충류 같은 돌연변이 형의 DNA가 형성된듯합니다.  파충류인 뱀의 경우가 그렇습니다. 아무래도 결국엔 나는 진짜 청룡이 됐나 봅니다.   정 전우님 인삼주 즐겨 드십니까? 아들놈들 한데 인삼주 얘길 하지 않았습니다 왜냐하면 바로 만들어 먹을 까봐서 말입니다. 제 아들놈 스카트는 위스키를 담 가 놓고 잔디 깎을 때 즐겨 마시곤 합니다. 정 전우님 제겐 아무 일도 없습니다. 염려하지 마세요. 염려해주셔서 고맙습니다.  정 전우님과 가족 건강은 어떠세요? 일본에 거주하는 따님가족은 지진을 피해서 서울로 나왔나요? 늘 평안하세요 기도해 드리겠습니다.   럼 드림   Hi Norm,   What a nice news this is! Is it correct if I understand that the US VA didn’t recognize your heart attack back in 1994 but now they retroactively recognized, and then you have finally received the accumulated amount of compensation? I like your saying that you will be receiving fat check from now on. But I am worrying about your relatively low health condition of 30 beats per minute. You have my prayer every minute. I am really looking forward to hearing bright news from you at all times.   I am sure you know about Mr. Vance Hall, a USMC veteran served with ROKMC Blue Dragon in late 1960s. He is not only a great warrior but also a close friend of mine. He and I have been in close contact for last ten years. Vance hall has been an important visitor to our website since then. I always wish you and your family happiness and prosperity.   With best regards,   Jae   럼 전우님에게,   이 얼마나 기쁜 소식입니까!! 이제야 한숨 돌립니다. 정말 깜짝 놀랄만한 소식입니다. 전 전우님의 이에일 연락이 제 서버의 잘못으로 스팸으로 막아진 줄 알았습니다. 미 보훈 청에서 전우님의 심장질환내역을 1993년으로 거슬러올라가 고엽제 관련 질병으로 인정하고 보상금을 소급적용 지불했다 는 게 맞는 얘기입니까? 앞으로는 두둑한 보상금을 받으신다는 표현이 아 주 인상적입니다. 그러나 전우님의 맥박이 1분에 30회 정도밖에 뛰지 않는다니 꽤나 걱정이 됩니다. 매시간 건강하시길 기원하겠습니다. 언제나 밝은 소식이 전해지길 기대하겠습니다. 1960년대 후반에 한국 청룡부대와 같이 근무했던 미 해병전우 밴스 홀을 잘 아시리라 생각합니다. 밴스 홀은 훌륭한 해병전우이기도 하지만 저의 친근한 전우중의 한 사람이기도 합니다. 밴스 홀 과 저는 과거 10여 년 간을 서로 연락하며 친근하게 지내오는 관계입니다. 밴스 홀은 우리 한국군 웹사이트를 찾는 주요한 네티즌의 한 사람이 되었습니다. 럼 전우님 우리 자주 연락하도록 하십시다. 전우님과  전우님 가족의 행복과 번영을 기원합니다.   정재성 드림   Hi Jae,   Don't worry about me.  I feel good.  I have good doctors and a nurse that take good care of me.  I walk on the treadmill every day; I work in the garden; I split fire wood and can still do twenty push-ups.  Since my doctor fixed my medications I have had no problems.  I feel fine at 30 beats per minute.  Don't worry.    They recognized my heart disorder back in 1993, but only recently did they connect my ischemic (artery blockage) type heart disorder to Agent Orange exposure in Vietnam as a "presumptive disorder."  Any Vietnam veteran-- even if he only spent one day in Vietnam-- is now "presumed" to have been exposed to Agent Orange and is entitled to disability compensation if he has one of the disorders on the VA's presumptive disorders list.  I think there are now 15 disorders that are so common among Vietnam veterans that a law was made requiring the VA to attribute the disorder to Agent Orange exposure without argument or the veteran needing to prove it.    There was also a court decision called the Nehmer Decision that requires the VA to pay compensation for a disabling presumptive disorder all the way back to the date that the veteran first reported it to the VA as far back as 1985.    VA hospitals have been treating my heart disorder since 1993, so I didn't have to report anything.  One day my VA doctor sent me to an examination and a special interview.  After about six months I was surprised to find myself rolling in money that I did not expect.    Please pass the word among our Korean Vietnam veteran friends.   Ask them to look up "presumptive disorders" on the internet.   Any Vietnam vet who has had heart attacks due to artery blockages, peripheral neuropathy (numb legs or arms), diabetes type II, and certain types of cancer is entitled to disability compensation for Agent Orange damage.  The connection between Agent Orange and the listed disorders was made by the world medical community, so I would think that ROK Vietnam veterans should be able to receive compensation as easily as I did.  And rightly so.   Vance is my good friend, too.  I have not yet met him in person, but we have been communicating for years.    I wish happiness and prosperity for you and your family, too.  Please take good care of yourself.  Worrying is not good for you.  Please do not worry about me.  I promise you that before I go to the next world I will make every effort to say good bye to you my good friend.   Semper Fi,   Norm   정 전우님,   전 아무일 없습니다. 걱정하지 마세요. 담당의사와 간호사들이 지극정성으로 돌봐주고 있습니다. 매일같이 런닝 머신에서 걷고요 정원일도 하고 장작도 패고 또 푸시업도 20번 씩이나 하고 있습니다. 의사가 약 처방을 바꿔준 뒤로부턴 아무일 없이 잘 지내고 있습니다. 맥박이 분당 30번밖에 안 뛰어도 이상 없습니다.   보훈 청에서 지난 1993년 첨 제 심장질환을 발견했지만 최근에 와서야 혈관 막힘 현상을 고엽제 피폭관련 후유증으로 인정한 것입니다. 이제 미국에서는 단 하루를 월남에 체류한 사실이 있어도 고엽제 피폭관련 질병추정환자로 인정받게 된 것입니다. 그래서 만약 관련 질병이 보훈 청에 등록되었다면 국가로부터 보상을 받게 된 것이죠. 제가 알기로는 베트남전 참전자들에게 공통으로 나타나는 질병 15개가 보훈 청으로부터 본인의 질병관련 사실 입증 절차 없이 고엽제 피폭 질환으로 인정하도록 입법화되어 있습니다.   또한 미국에서는 소위 Nehmer 판결이라는 법원 판결이 있습니다. 이 판결에 의하면 보훈 청은 1985년까지 참전자의 최초 질병징후 발견된 시점부터 관련 보상금을 소급 지불 하도록 하고 있습니다. 나는 미 보훈병원에서 지난 1993년부터 심장질환 치료를 받아왔었기 때문에 별도로 입증할 필요가 없었던 것입니다. 어느 날 보훈병원 의사로부터 신검 및 특별 면담 요청이 있었습니다. 그 후 6개월 후에 제가 돈벼락을 맞게 된 걸 알게 되었습니다. 전연 생각지도 못했던 일입니다.   정 전우님 이 얘기를 꼭 한국 전우님들에게 알려주시기 바랍니다.  전우들에게 인터넷을 통하여 후유(의)증에 대하여 확인해보라고 하십시오. 어느 베트남전 참전 전우들이건 간에 혈관 막힘 증상 때문에 심장마비 증세가 있었거나, 말초신경 질환(손족 무감각증), 타입 II 당료 병, 특정형태의 암 증세가 있으신 전우님들은 고엽제 피폭 장애 보상을 받을 자격이 있는 것입니다. 고엽제와 관련 질병과의 관련 질병 명들은 세계의학계에서 확인 된 것입니다. 따라서 한국의 참전 전우님들도 저와 같이 용이하게 보상을 받을 수 있다고 믿고 있습니다. 정정당당하게 말입니다.   밴스 홀 전우는 체 친구입니다. 아직 직접 만나보진 못했지만 수년째 서로 연락하고 있습니다.  저 역시 정 전우님 또 가족의 행복과 번영을 기원합니다. 정 전우님 건강 유의하세요 근심걱정은 건강에 해롭습니다. 저에 대해서는 조금도 염려하시지 마세요. 만에 하나 저승길가기 직전에라도 저의 좋은 친구 정 전우님에겐 꼭 인사를 드리고 가겠다는 약속을 드립니다.   필  씅!!   럼 드림. 보내준 청룡부대 마크를 들고 서있는 Norm Cegelnik 미 해병 전우
